I came into civil service from the private sector health care delivery system primarily due to the problems much like those set forth by NSPS. NSPS appears to place too much power in the hands of a managment that may or may not be capable of making fair and equitable decisions. Federal government has been working very hard to recruit and keep highly trained, skilled and motivated staff and then seeks to implement a system that directly challenges this philosophy. A major concern is what is NOT being said clearly in the regulation. For example, the allusion to a willingness of civilians to take more risk. What does this really mean? As a single parent of two can I be forced to move to another duty station much like active duty? No one will disagree that changes could be made in the current system but the extremes seem to be more of a detriment than the so called innovative changes this regulation provides. In the attempt to remove nonproductive employees the door will opened to arbitrarily remove effective staff based on a supervisor's whim. In the end the private sector will reap the benefit of talented, skilled and capable professionals leaving civil service due to all the unforseen problems with NSPS.
