I have read some of the comments, and I'm not sure there is much I can add. I think DoD is going back about 50 years instead of going forward . Talk about the good ole boy network - - it will be worse than it is already. You can forget about Teams because I can't see people working together any longer. To be assured of their bonus, it will be everybody for themselves. I see the potential for never ever getting a raise even though I'm pretty sure that health insurance will continue to rise, along with everything else out there. If there is no cost of living increase, how does a person keep up? As far as being sent to a war zone as a Civilian, I think this should be my choice to volunteer. While it is an honor to work for the Federal Government, if I wanted to join the Military, I would have. I'm glad that I am at the end of my career and not starting out. If this Regulation goes forward, I don't see how you will retain the young people that we are finally hiring.
