After reading as much information as I can gather, much of this new legislation seems vague in nature to date. The messages that are in the forefront are the inability to retain retreat rights, bumping capability and the authority to decrease pay. As a government employee for over 25 years, I am shocked at this new system. I agree that some aspects of the performance rating system need updating but to take away the employee's right to grieve any action is over the top. Laws that civil service employees fought for years in Title 5, US Code will send the employee reeling. Will the NSPS help in weeding out the unproductive team members or merely disenchant the dedicated workers within a group or pay band. Employees will obviously be at the mercy of their supervisors with little recourse for unfair practices. If a RIF is held, who will survive and by what criteria. Years of exceptional service should count for something.
