I would have liked to have seen the regulation stated in its' entirety, along with the proposed regulation. This format would have allowed complete opportunity to comprehend the changes proposed and the impact of such change. With regards to the pay band structure, I am in total agreement and support of this proposed change. I have over 20 years of employment in the private industry and have only ever been evaluated in this manner. When I first came to the DOD, I was amazed at the level of effort put forth by the employees because there was no incentive to do really well. I believe this one change will make a dramatic impact on the workforce, which in my opinion, will force and encourage government employees to take an active part in making their career not only more satisfying, but financially rewarding at the same time. Thank you for the opportunity to share my thoughts.
