I've read the various comments and most share my concerns. Leaving a persons career and lively hood in the hands of a 'supervisor' cannot be realistic. Here's why I believe the above statement: I've been a civil servant for over 30 years, always got excellent performance apprasials and a couple of QSI's, encountered all types of supervisors. Then I was RIFed a few months later I got promoted and my new supervisor was a young captain - who knows very little about the civilian personnel system - he decided a rating of straight 5's was what I deserved. I had no previous counseling, no warning, no mid-year review. When I told him I would have to file a grievance and I would 'win' he was not the least bit concerned and even told the board he didn't want to lose me and I was a good worker. This kind of supervisor will definitely hurt a career minded employee and who and what is going to stop these kind of acts from happening? Nothing can stop the 'good-old-boy' system or I like the blond in the pink sweater better. Supervisors do NOT have to selected the MOST QUALIFIED person to fill a vacancy. Military supervisors are rotating in and out every few years and the civilians have to adjust. That adjustment will costs us money, promotions etc. but the government is the big loser cause that excellent worker now only gives 50% instead of 110%. STOP NSPS
