Subpart E - Staffing and Employment. The NSPS calls for "greater flexibility" in hiring, yet uses the same tools currently in place for recruitment and selection. How can the Stairs and Resumix system demonstrate flexibility when the selection criteria for even reaching the list of potential candidates for interview is based on having a "key word" in your resume? It does not allow for demonstration of capability. It only rewards those with the exact experience of the posted job, and those who use the correct buzz word to relate that experience. The culture of hiring/promoting/allowing "generalists" to be selected for new assignments will require re-training, or new familiarization of hiring officials to understand the potential indicated in an application. We cannot accomplish that with the current Stairs application system.
