I don't feel that there has been enough time given for employees to read and understand what this new NSPS program, is or is not going to do for them. I feel there should have been time for employees to ask questions get there answers to those questions, and to make those questions and answers public to all DOD employees. Before they have a comment period. If theres nothing to hide about how the program is going to work and its impact on employees. If the comments are going to have any value or worth in a change to this proposal all of the above should be done first. I have read quite a few other comments that have been made and the performance based pay system is good if everyone knows what should happen to there pay if there performance is good and if its bad, it should be clear cut to understand. I've seen quite a few times in the past with the award system, that theres only so much to go around, and not everyone gets a fair part of it. knowing what a person should recieve, makes the system fair and easy to understand. I feel most employees fear change because of what we have seen in the past 15 years, with reduction in force and base closings, when politicains get involved. If the old system didn't work, why not change it?. I'm sure everyone could understand the changes made to it. Thank you for letting me be part of this comment period. I do hope who ever is heading up this program will think about what I've said.
