Comments:
On one hand DOD maintains that NSPS will not be used to undercut annual increases in the pay of civilian employees but in a Myth/Fact section on the NSPS site it states that the annual January pay increase as we now know it will change. There will apparently be "periodic rate change adjustments" under NSPS which is NOT the same as annual increases to the pay bands. I suggest that DOD get the story straight.
