Pay Bands: This is an outrage! What about FEPCA? Since the FEPCA law was never fully implemented what possible justification can there be for pay banding other than to short change federal workers! What assurances are there that the new performance fund will ever get fully funded? DOD employees should be brought up to the full pay level mandated by the FEPCA law prior to trying this risky new pay method.
