I resent the fact that the Secretary of Defense has not been totally honest with the employees in DOD. There are too many inconsistencies and misleading information on the OPM’s NSPS website. My conclusion, after extensive reviewing the NSPS website, is that DOD employees are only being fed small selective bits and pieces of what is actually exists in the Federal Register. There are too many contradicting points. In other words, the Federal Register says one thing, and the NSPS website says something different, so what do I believe? I am inclined to believe what is in the Federal Register the as true FACT and not the sugar coated version that is being fed to us on the NSPS website. For instance, the following the NSPS site quotes as a “FACT” on the “FACT and MYTH” briefing: Currently DOD has the authority to reassign employees, including reassignment to overseas locations, when necessary to support the mission. We do this under today’s system. This authority is unaffected by NSPS. One of the goals of NSPS is to reduce its reliance on military to perform jobs that could be performed by civilians. Yes this statement is true, but only half true. Currently DOD does have the authority to reassign employees, but would require an Act of Congress to activate, and Congress would only activate during a Declaration of War. Under the new NSPS this is quite different, seeing as how the Secretary of Defense does not require the approval from Congress before deploying civilians. Half-truths are just as bad as whole lies in my opinion. Since we are going to be forced to into NSPS whether we like it or not, at least have the decency and respect to stop giving DOD employees only information with the “Rumsfeld spin” and just give it to us straight and honest.
