Performance based pay appears to be based almost solely on the recommendations of 1st line, low and mid-level supervisors. These are the same supervisors who were promoted under the system being junked. These are expected to subjectively assess other worker’s performances, make promotions, and establish pay. It is hard to imagine a system being successful when promotions and pay are based almost solely on the subjective view of supervisors who are essentially deemed incompetent by the current political establishment. I fear that these promotions will be little more than popularity contests. The DoD is not the private sector where there is a bottom line for senior management to assess overall progress and success. I am anticipating many promotions for attractive women and tall men with good hair. Good luck.
