Comments:
I am a career civilian employee of the Dept of Defense and I have a serious concern on the new proposed rules on Pay and Pay Administration (Part 9901 Subpart C). In my opinion, no changes should be made to the current pay system used by the Department of Defense agencies until complete & detailed proposals are provided, full comment and review period is completed, followed by a full collective bargaining process with the unions representing DOD employees. This proposed new rules on pay would definitely have a serious problem which would result in the distrust of management, decrease morale, lower productivity and definitely harm national security.
