Gerneral Comment: Even though the details of the NSPS remain to be defined, I strongly support this change. It is human nature to do the bare minimum if you know you will not be held accountable for your actions. People in general will not strieve for excellence if they know mediocre is good enough. The current GS system lends itself for developing a majority of average achievers versus over achievers. We need a system that is merit based and rewards those that desire it, not those that just show up each day. It has always bothered me that local union representation for the federal workforce speak on my behalf when less than 20% of workforce in my area are actual members. Each federal employee should have a say in our future, not just the voice of local unions who are comprised of mostly average or under-achievers in the government. If you show up each day and do what is expected of you, you have nothing to worry about. If don't bring any value to the taxpayer, then the NSPS is something you should worry about.
