SUBPART C - PAY AND PAY ADMINISTRATION. Under NSPS, there is no more automatic January pay raise. Pay increases and/or performance bonuses are based primarily on your performance rating. Unacceptable performers are not eligible for pay increases under the proposed system. So, as inflation goes up, health benefits go, taxes go, there is no guarantee your salary will go up.
