On fairness:The part where Donald Rumsfeld said, managers often turn to private contractors to perform tasks that would be better handled by civil service employees. Well over the years I have seen it happen over and over again. You have civil service employees doing a good job and the government contracts their job out. And they pay the contractor more money then they were paying the government emplyoees. But then they don't have to pay for insurance, vacation or sick leave. Right now you can hardly get hired for the government around here. Everything is part time temp. I know it is just like the outside, wait till the person has put in his time and then right before retirement they get rid of them. And that is just what will happen with NSPS. If you change to NSPS then all you will see is the good ole boy system at it's best. I have a great job and I love my job but I'll never be promoted. The only time my pay will go up is with time in service, and cost of living. And what happens when you get a boss that just don't like you? People won't have a leg to stand on. We have went years without a bonus. Can't be promoted, even though our jobs were upgraded all we here is "no money". How many rifs have there been over the years. This is just going to make it worse. And not to have a union is just wrong, it's taking away a right that I always felt Amrerican's had a right to have. I just don't understand how this can happen. I don't feel safe knowing that my boss could send me overseas to work or I'd lose my job. I'm not in the army and there is a reason for that. It's hard enough to make ends meet now, but I know in 2 years I can get a bit of raise. And I live for our raise at the beginning of the year. So if we can't get a promotion because of "no money" then you can see where we would never get a raise on our performance. Well I just want you to know this is awful and I don't like it at all.
