Subpart A - General Provisions- 9901.103 Definitions My comment concerns the words "IMPLEMENTING ISSUANCE". The Federal Register says it's, "documents issued at the Departmental level by the Secretary to carry out ANY policy or procedure established in accordance with this part. These issuances may apply Department -wide or to any part of DoD as DETERMINED by the SECRETARY at his or her SOLE AND EXCLUSIVE DISCRETION." IMPLEMENTING ISSUANCE or portions of its definition are used in the register 101 TIMES. (Yes, I counted them.) It's as though everytime this register gets to a portion that requires specific explanation, this word or portions of its definition are used. How can one comment on something that is INCOMPLETE ? Your 5 CFR Chapter XCIX and Part 9901 National Security Personnel System; Proposed Rule. Is definitely just that a proposal, we need to be allowed to comment when it is more specific. Also, if I am not mistaken the Secretary changes, just like the President changes, but you are saying the Secretary has SOLE AND EXCLUSIVE DISCRETION to make rules that are going to effect numerous of people lives. What happens when he or she leaves their position and the new Secretary doesn't have the same views? Are the civilian personnel lives going to be torn apart again just because of one persons discretion? Make this more specific, make this more than a proposed rule, then allow personnel to make comments.
