Why break a system that is currently working and that is as fair as a system can be at least everybody currently would get a cost of living unlike the new system. You will see the morale go down between employees even more than it already does. You will see more favoritism between coworkers. I feel that alot more people will retire when their years are in instead of stay working for several. You are going to have the more experienced Govn't workers retire earlier and earlier because of the way we are treated. We have heard of some employees already on the system and they have not gotten a raise for 7 years. Something is wrong with that system. Employees will not be able to have Union representation like we have now if we need them. How is this going to affect the Congressman I bet they will still their raises. I feel like the managers will play favorites and there will be hiring of alot more families and they will be the ones that get the bonuses or pay increases. I feel that seniority should mean something after all there is alot of employees that work for the Government with alot of years and in a RIF sitituation that would not stand for anything. How can we plan for a retirement not knowing if you will ever get another raise even though you are an exceptional employee. By the time they get to your name they may run out of money. It is not a fair system. It is not fair if they hire a new employee in and they make more than someone who has worked for the Government for 20 years. I see the mission, employees morale going further down the tubes. It is not fair that all our employment will be based solely on one person's opinion. I feel if the Congressman had to go under this new system they would not emplement this system because some of them would be out of jobs. I feel this system is not for the hard working Government employees that care about the soldier in the field it is about somebody trying to save their job so somebody came up with this bright idea of pay-banding that doesn't think about the worker bees.
