My concern primarily addresses the supervisor's responsibility to determine how much and who gets a raise at their rating. After reading the information in NSPS, I still don't understand how the supervisor will be held accountable for their recommendations. NSPS does not say how they will be held accountable. What will keep a supervisor from using the same means that they have always used, in determining who gets an award and how much?
