Comments:
These regulations do not have sufficient protections for employees as required by Congress. Those prtections include merit principals, due process and collective bargaining. The regulations have been written to make remaining provisions of law unenforceable and intrude on the three aforementioned protected areas to such a degree that they are unenforceable as previously adjudicated.
