Comments:
With respect to pay and performance, any conversion of GS employees in non-competitive career path must include pay adjustments for time already accrued toward a career ladder promotion. With respect to appeals, any grievances, complaints, cases, etc. already filed in the current system, they must retain the protections of the current system until final adjudication under the current system.
