The proposed National Security Personnel System (NSPS) regulations issued by the Department of Defense (the Department) and the Office of Personnel Management (OPM) are deeply disturbing to me as a Department employee. I believe that these proposed regulations exceed the authority Congress granted in the NSPS statute. The NSPS regulations greatly limit our bargaining and/or dispute powers - a right we are guaranteed by our country's Constitution! In addition, it enables them to make arbitrary decisions without any regard to our concerns. The fact that they are choosing the committee to make these decisions is also biased. How can they make an impartial decision if they are working for those in charge? Democracy and freedom are severely lacking in these proceedings!! DoD and OPM should scrap their harmful proposals for NSPS and work collaboratively with employee unions to develop a new system, as Congress directed them to do!
