BENEFITS: A grandfather clause should be designed for those 50 and over with at least 20 years of service to have the option to remain under current system or switch to NSPS. No amount of training will prepare the supervisor to give up their value system or their beliefs on race and gender-which will translate to more consent decrees. Increased accountability is not strong enough for what the NSPS system will empower them to do. Develop a system to fix the problems, not complete overhaul. Not in favor of NSPS.
