Comments:
I oppose the implementation of NSPS and I urge you to act to instruct the Secretary of Defense to halt any further development of NSPS unless and until the Pentagon is willing to substantively address the issues that managers may not know how to properly evaluate performance. One of the biggest issues that needs to be addressed are the proper training of the managers, how will management be policed to ensure fairness to all employees and the training of of managers that are depleted from already over-stretched budgets with no help from DoD. Are there any any safe guards built into prevent misuses by managers who are trained but don't follow the training and goes off on their own.
