I am concerned by the fact that there is already sufficient regulation in place to address the concerns of DoD, yet there is a push to throw out the old system and bring in a new untested system. From what I have read in the Federal Register, this new system will do little more than strip away the rights of Federal Workers. It seeks to treat the civilian workforce in much the same way the military is treated in terms of deployments. I would basically be expected to accept an overseas deployment or seek employment elsewhere. I am also greatly concerned by the fact that there is little to no information regarding the paybanding demonstration projects that were conducted at various sites, yet the DoD leadership insists that pay banding is a better system. Gone would be the fact that I can currently look forward to receiving my annual raises. With these raises taken away, my high three for retirement purposes would be greatly impacted in a negative way. It is entirely possible that my retirement calculations could be based on the salary figures I earned prior to the implementation of pay banding. I am not set to retire for several more years, and it would not be right for my retirement to be based on a salary that is several years old. Gone would be any protection against the forces of inflation.
