I have read that the employees retain the right to appeal to the full MSPB to review a final Department decision. I have also read that the Secretary has the authority to override the full board. It therefore seems to me that, if the Secretary wants something, he can get it - full MSPB notwithstanding! Does no one (save the President, who named the Secretary in the first place) have any control over the Secretary's decisions? Why do we have the NSPS in the first place? Why not just name the Personnel Division after the Secretary, and let him make all the rules (which he is doing, anyway)?
