Comments:
I am disappointed that the NSPS excludes those under laboratory demonstration programs. I was hoping that, once and for all, we would see a comprehensive structure which would help DoD streamline its financial and reporting system. Now we've simply added another system which needs to be maintained (consider Corps of Engineers which must maintain GS, exising lab demo program for ERDC, and now NSPS (not to mention wage grade).
