This system implimented by the same right wing that constructed the Homeland Security Program is nothing but a vehicle to desimate the Unions with in the Federal Goverment. This policy of favoratism with in the control of already corrupted management will only increase a lower value of talent for selected positions and with that will also produce an unacceptable level of performance that is already obvious through out the Federal Goverment, check out our dept. I am sure you will agree that no blue chip corporation with positive returns would even consider this program, it would be obvious to there Board of Directers that this would incure a complete breakdown of there companys performance, but there success is not based on wasting the American tax dollar, is it?
