The US Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) is currently under a Laboratory Demonstration Project, that encompasses many of the area that DoD wants to implement with NSPS. For example, pay for performance is one of the main stays of the Demonstration Project. The AMRDEC retains and rewards good employees, has flexible hiring practices, and most certainly supports the mission of DoD, especially in the global war on terrorism, and Operations Enduring Freedom and Iraqi Freedom. AMRDEC employees, are for the most part, very pleased with the Demonstration Project, and are highly motivated in their work environment. What the AMRDEC Demonstration Project does not do is eliminate or severly degrade the employee's representational rights, as NSPS proposes to do. I know that DoD asked several of the AMRDEC's subject matter experts(SMEs) to provide input to NSPS. I also know, however, that these SMEs were not allowed to participate in the working group closed-door sessions, where the majority of NSPS was formulated. And based on what is presented in this propsal, the input of the SMEs was mostly disregarded. While the Demonstration Project at the AMRDEC is not perfect, I believe (as do many employees, including management) it is very good, and would serve as a better starting point for a new HR system in DoD than NSPS. I recommend you discard NSPS, go back to your SMEs who have experience with current demonstration projects, solict and USE their input to rewrite NSPS, and republish the proposal.
