I am a DoD employee. My deparment supervisor, incidentallly a micro-manager, wanted to keep only the favorite employees. The unfavorite employees, seven of them, were threatened by the supervisor by numerous means. The seven left, they had to find work somewhere else. The supervisor's action caused hardship to many families and caused divorces in some cases. Only one person could afford to fight to the end. MSPB, after several years of hearing, ordered DoD to re-hire that emploee with backpay and compensation. The supervisor remained untouched, received several promotions. As a victim of a supervisor, and using commonsense, I strongly believe that the proposed NSPS system will give tremendous power to the supervisors to play the game of favoritism. To survive, employees will be forced to butter-up the supervisors. The net result is the failure of the of performance based evaluation, the key factor in the NSPS.
