I think the NSPS will not work because for one thing, it will bring about the good-ol-boy network much more out in the open and it will become more acceptable and people will be afraid to speak out. Personnel will be discriminated against in every fashion and nothing will be done about it. It will give managers the upper hand to do whatever they wish. If you clash with your superior then you are a goner, does not matter how much years you may have with civil service. An employee pay raise(decrease or increase) cannot be appealed. This is taking all our rights away, and so I am asking are we still in America?
