Docket number (NSPS 2005-001) or RIN 3206-AK76/0790-AH82 In reading previously submitted comments, I note a reoccurring theme of anticipated favoritism and the reemergence of the good ole' boy environment. NSPS's pay for performance obviously needs transparency. How can an employee determine acceptable levels of performance and type of work that is viewed as exceptional, if that work and that particular employee is not visible to all employees in that organization as an example? With transparency comes less secrecy about how much compensation is paid, how much and what type of bonus is paid for what type of work products. How does OSD propose to ensure NSPS and pay for performance is a transparent system?
