I'm all for improving any system that needs overhauling. The National Security Personnel System (NSPS) is proposing new regulations to the human resources management system. But, in my opinion, it's the same old system with a new name. The proposed system will still use the GS as part of the pay system. An employee who is at the top level of their pay band/grade will be stuck at that level and the only way advance their carreer is to find another job and if a person applies for a new job that has a higer pay band (grade), they will not be able to get it even though they qualify for it. They will have to stay in their current grade for a year. So how is the new proposed sytem supposed to be better? Plus, a person need to be a lawyer to decifer the proposed/updatedFederal Register!
