Recommend that paragraph (c) of 9901.323 and 9901.334 be revised to read as follows: (c) Employees who do not have a current rating of record will be assumed to be “acceptable” and will receive any pay increase. Basis for Recommendation: The purpose of this legislation is to create a system that is flexible, credible, and trusted. To instill and maintain this credibility and trust, we have to assume that employees will perform “acceptably” and then deal promptly with those who don’t. To demand a current performance appraisal in order to guarantee a pay increase indicates that we make no assumptions at all or worse yet, that we assume failure. This situation is untenable as it risks alienating a good employee merely to avoid the risk of granting a one-time pay raise to a poor performer.
