Subpart D - Performance Management. The private sector learned quite some time ago that supervisors need to be rated as well as employees. There should be a system for all employees to anonymously rate supervisors once a year. It's a good bet that if 90% of all employees rate a supervisor poorly, that supervisor is poor and should be reprimanded as such.
