Docket number (NSPS 2005-001) or RIN 3206-AK76/0790-AH82 There must be a central pot of money from which civilian employees are compensated. As an HR manager with over 28 years experience, I have seen the establishment of a class system within Dept of Army. Civilian employees, and their training and education especially, are the very last and lowest of priorities. Whenever there are funding reductions, the civilian workforce is always the first to feel impact (training, TDY and other civilian-associated funds). In our current state of GWOT, what assurances do civilian employees have that the pay pool that will dictate compensation, awards and bonuses are not subject to Mr. Bush and Mr. Rumsfeld's budgetary whims? If Mr. Bush next decides to attach Iran, then where will those funds come from if not from the discretionary funds that pay civilian pay. Let's face it, Mr. Bush has made it clear since 2000 that he sees no value in federal employees (oh, except for him and his staff, of course). Why should we trust these people now?
