I am so glad to see that the government is finally going to conpenstate it's workers in the maner that all other employed people are compenstated. I have recently joined the US government and find the current system disheartening. My first day I was told by someone processing me in that now that I'm a government employee I can't be fired. I feel a large percentage of governement employess have that same mentality. Hopefully, using the merit system will cause the slackers to quit and we will be left with the achivers. I support it.
