I have just a few concerns. From my reading of the proposed pay system it is unclear why the current system was outdated. I have seen limited evidence of equal pay rewards for poor performers as compared to strong ones. How is the DoD's mission greatly limited with the existing personnel system? Why would the department's ability to fight global terrorism be enhanced? Finally it is unclear if this system will save the government money. Will the DoD's payroll increase much greater under the new system than the old?
