This comment concerns the cost of implementing NSPS within DOD. There is no way the naval bases can't stand NSPS up without effecting the employees pay. Army bases are already telling their people that they will be furloughed in order to pay the cost to implement NSPS. This is the most backwards way of doing business that I have ever seen. How do furloughs get DOD the flexability they are saying they need, without having employees on the job there can be no flexability. If there were no changes to the current system, DOD would be able to purchase the protective equipment for our soldiers that they need.
