The published rules for the National Security Personnel System should be set aside until all the valuable information needed is completed and established so public comments can be made pertaining to them. I find it very difficult to comment on something that isn't available. So much of these rules are vague and non-descript that it is impossible to understand what the new system is suggesting. Nowhere are the pay bands established, performance standards established, rating requirements established, award basis established, classification changes establishe. How are we the people who are supposed to be commenting on these issues suppose to comment on nothing. Please set aside these proposed rules and this Personnel System change until DoD and OPM make decisions and set these and other perameters up so people can comment and Congress can see what is truly intended.
