Comments:
1. Will performance be monitored and documented with fact, not based on butt kissing ? Will a certain percentage be made manditory in the budget for performance based pay funding, or will each agency decide to fund it at all or fund it minimally ? 2. Who will make determinations on proficiency ? 3. How will the performance starting point be determined ? 4. Do employees themselves or their co-workers have any input into the definition of performance ratings ? 5. Will performance levels be clearly defined ? 6. Will employees working above their (former GS) level be credited with pay or promotion ? Will there ever be promotions ? 7. Can performance definitions be altered at the will of management ? 8. If the "experiment" is a failure (i.e. employee morale worsened or efficiency reduced ) can it be terminated ?
