Comments:
The attached briefing is my interpretation of What the NSPS Regulations Facts are. While I don't agree with the current draft regulation, I felt compelled to prepare a briefing of, just the facts, for the employees at SMDC. Please review the briefing and see if our interpretation is the meaning that you intended in your regulations. We are scheduled for the first spiral. From my perspective, the only thing that NSPS Enables is a Return to the Civil Service Spoils System. NSPS does nothing to enhance National Security. In fact it could be argued that National Security will actually suffer under NSPS, because employees will no longer be protected, so that they can speak out when they see Waste, Fraud and Abuse.
