I have read the NSPS online charts and they don’t seem to address my concerns noted below: 1. No more cost of living allowance (there will be locality but it’s set locally). 2. No more Title 5 entitlements which means my SCD doesn’t count for RIF under NSPS only the most recent performance rating will be used to determine your rank on the RIF list and Title 5 gives the right for employees to negotiate over personnel issues like performance, reassignments, shift changes we will lose all bargaining rights and have to hire our own attorneys. 3. Lower pay-once the employee is capped out of the pay band unless they get promoted they will never get a raise again, no more step increases and the employee could lose up to 10% of their current pay for what the supervisor considers poor performance 4. Your won’t be able to challenge your performance rating or personnel actions to an independent arbitrator what ever your manager decides will be the final decision you will no longer be able to go through the Merit System Protection Board since we will become “banded employees”.
