Change for sake of change only. The problems with the current civil service system does not require drastic changes such as those likely to be implemented by the new NSPS system. A little fine tuning of the existing system would work. For example, poor employee performance and the documentation process. Tighten up the system and streamline it but not by revamping the entire civil service system. Reduce the time but give the employee ample opportunity to resolve the problem. Allow the employee to file a protest that he/she can provide support and witnesses to. Cost of living rises annually. People need to survive, keeping them at the lovwest level of income as punishment is not the answer. Some people may be impaired and cannot perform properly. Are we throwing out the disabilities act also? No. So are we picking and choosing with respect what should be implement? Of course and that is not just or fair. Give human dignity a chance. Do not reinstitute the spoils system with its emphasis on reward and punishment to favored friends and business acquaintances.
