A lot of details about the NSPS is still missing during this comment period. Examples of this is the lack of information on payband equivalency to the current GS scales (i.e. will the system have GS-13s and 14s banded together, etc.), the lack of information on paypool procedures and appeals, the lack of information on GS step conversions for employees close to step increases, the lack of RIF procedures (in the past GS-12s would bounce GS-11s and so forth) and lack of information on retirement changes to the CSRS/FERS, etc. Given this, another comment period needs to be established once details of the system are in place to ensure proper consideration and comment of the affected work force. Implementation of the NSPS as known today with details to follow is not fair to the affected employees. The last comment is in regards to teaming, teaming has been a big thrust of the organization I work for. The concern I have is the impact of NSPS on cooperation and teaming with people fighting for available bonuses under NSPS. The NSPS system needs to have procedures to ensure teaming still exists, because the workforce as a team will support the soldier not the lone individual.
