I would like to register my opinion with respect to various portions of the NSPS system. I believe ths system poses a disservice to government employees because it violates the intent of the original Civil Service Act established back in th 1880's which was established to bring an end to the SPOILS SYSTEM, a system that worked to reward ones friends and punish ones enemies through government patronage and appointments to government jobs. By taking employees out of the protected status offered by the Civil Service System the SPOILS SYSTEM is being reinstituted and placing everyone in jeopardy of abuse. Yes that is not the intend but past and present history reflect that a watchdog is necessary to insure fair and equitable treatment of public employees. Most public employees are not out to take advantage of the system, they are proud contributors to the functioning of the nation, therefore it is only reasonable that they should be protected from capricious treatment and decisions. The DoD is not currently ready to implement a new personnel system nor can it be by 2006.
