I am 100% against this NSPS. This whole proposed change is a political statement to sell out the federal government. The day after the election the management here at Luke AFB showed their arrogance by letting all of the civilian employees know of an upcoming briefing on NSPS. Since the election management has changed their attitudes towards the civilian employees. Statements are made concerning changes after the implementation of the NSPS. The writing is on the wall of thing to come. Subpart D - Pay-banding and pay for performance is wrong, those processes are opening the door for discrimination and favoritism. Subpart F – time in service and veterans preference should be the determining factors for RIF and should never change. Subpart G & H – MSPB should continue to handle adverse action appeals and have the same jurisdiction as it does today. Nothing should be allowed to change so that employees have an impartial party making sure that an employee gets due process. Subpart I – Employees should continue to have their Title 5 rights and protections with no changes.
