Due to time constraints I will not be able to identify specific sections. Comment 1: I agree with the "concept" of rewarding those whom perform above average, however, this is often a loosing proposition. There have been case studies of Hewlett Packard’s two attempts at this and both described how the system failed. Comment 2: I’ve have had the opportunity to know a number of associates who are affected by the “good-old-boy” club. Even with all the review and documentation procedures currently in place, the “good-old-boy” club is tough to get around. Concern 1: It is the understanding of a few in the district that under the new system, a new, fresh out of school, employee can be hired at a higher salary than a government employee with 10 years of experience. This would destroy moral and cause a large exodus of skilled people.
