I believe that NSPS will severely hinder hiring of new young employees as a civil servent as the deployable part will be a big issue (even though you say it has always been there). DoD employees do not need to be handled as if they were under the Homeland Security departments. Nor do we need to be handled as if we were in the military. This system will put undo stress on management when rating employees and will throw teamwork right out the door (pit employee against employee and lower morale worse than any fear of BRAC would ever cause). This "company dominated dispute board" is unfair to say the least. And if it is to be implemented, do it ALL DoD wide and not certain organizations under this new system, while others are still getting their COLAs, WIGIs, etc.
