To Whom It May Concern: I am a veteran and have been a civilian federal employee since 1984. I want to express my concerns about the negative impact of NSPS on myself and fellow government employees in regard to: pay, working conditions, performance evaluations and retention. I would like to believe that all supervisors and managers conduct business as trusted servants with honesty, equality, fairness, and integrety, however it has been my experience that this is not necessarily the case. Given the structure of NSPS, management would be empowered with the potential to inflict serious harm to individuals or departments and create a disruptive cut-throat work environment and weaken moral rather than stimulate competition and cultivate increased productivity.
