9901.101 the ammount of detail "to be determined" exceeds the size of the document. In this document there is no explicit statement of requirement for managers and supervisors to adhere to principles of fairness in: setting pay rates, rewarding accomplishment, acknowledging effort, determining who and when to promote and applying discpline. In the work rnvironment, fairness is the rock on which all else stands. If employees cannot see the standards by which the supervisors and managers will be held accountable, then there is no credibility. There must be published policy, guidance, training, and incentives, with specific objective details, for leaders to very carefully apply principles of fairness or "This boat will not float". We must acknowledge that supervisors and managers are human and make as many mistakes as anyone else, but probably more costly. 9901.102.e Contradicts the absolute power principle. 9901.106.a Collaboration means equal weight of influence. 9901.401 Specific standards are essential for the level of detail needed in documenting objective performance expectations and measures, and also for documenting actual performance and related communications. 9901.910.3 Management has no right or authority to arbitraily lay off, retain, suspend, remove, etc...employees. These actions should always be a matter of public record open for discussion and public debate...except in communist coutries. We are one nation under God. We the people require one National Federal Personnel System, which is consistant, fair, and based on principles of merit. Within this one system we shall make minimal ammendments as necessary for the conduct of special sub-organizational mission requirements, i.e. National Defense. --God Bless you and lead you to greater wisdom in the implementation of a fair and reasonable personnel system for everyone.
